1. How much does the drone permit cost?
The cost for the drone permit service is $2990 (5.5% additional charge applicable if you pay via card), which includes all administrative fees, for Malagasy.
2. How long is the permit valid?
The permit is valid for the duration of your stay in Madagascar as indicated on your application.
3. Are there any restrictions on where I can fly my drone?
Yes, certain areas, including national parks and cultural heritage sites, have restrictions. We provide a detailed map and guidelines with your permit.
4. What happens if I fly in a restricted area?
Flying in restricted areas without permission can result in fines or confiscation of your drone. Always follow the guidelines provided.
5. Can I apply for a permit on short notice?
We recommend applying at least 3 weeks before your trip. However, expedited processing may be available for an additional fee.
It is important to note that UAS operators who are not residents of Madagascar but are visiting are not subject to registration requirements. However, before conducting any UAS operations, it is essential to obtain the appropriate authorization from the Madagascar Civil Aviation Authority (ACM). This authorization ensures compliance with the required safety rules and standards. To obtain this authorization, you must provide the following documents:
- The application form, attached to this email
- 1 copy of the applicant's ID/passport
- 1 copy of the remote pilot's ID/passport
- 1 justification for the request, including the planned operation date
- Risk assessment documents provided by the applicant
- Proof of the remote pilot’s theoretical training
- Operations manual or, if unavailable, the UAS user manual
- Flight plan
- Work area delimitation
- Insurance covering all damages related to the activity
- Authorization from Madagascar National Parks (if flying over a National Park) - Extra charge if we arrange for you, starting at $5000
- Authorization from the Ministry of Ivotoeran'ny Sarimihetsika sy Sarimiaina Malagasy (ISSM) if the UAS operation is for the purpose of filming a documentary - Extra charge if we arrange for you, starting at $5000
Once these documents are submitted, we will review your application, and if it is successful, you will proceed with the payment of the authorization fees as stipulated in Article 39 of Decree 18175 (attached), with payment details to be provided later.
*Note:*
- The maximum height to be indicated in the form refers to the maximum height at which the UAS will be operated, not the maximum height the UAS is capable of flying (operators typically indicate "120 m" or "400 ft").
- Complete applications must be submitted at least 30 days before the planned operation. Incomplete applications will only be processed once the operator has provided all required documents.
- Applications are processed in chronological order of receipt by the ACM.
Operators are informed that the Madagascar Aeronautical Regulation governing the operation of unmanned aircraft came into effect on February 8, 2025, pursuant to Decision No. 061 of February 8, 2024, under RAM 10,000. This regulation establishes the different categories of drone operations, required remote pilot training, operator certification, and drone registration. Implementation tools will be communicated soon, particularly regarding:
- The establishment of approved remote pilot training organizations and examination procedures
- The launch of the UAS registration website
- Guides for operators regarding certification documents
In the meantime, operators planning professional operations must submit a declaration of intent to be certified. This letter of intent must be sent by email along with the required documents listed above to the email addresses copied in this email.
